Most contractors quote the work without explaining what the EWR fee actually covers. Then when something goes wrong six months later, no one can find the lodgement record. When you need an EWR: the full trigger list

  • Mains lead replacement. Always triggers EWR. Cable from the point of attachment to the main switch is Energex side work.
  • Switchboard relocation. Always triggers EWR because the meter has to be relocated.
  • Service fuse work. The fuse on the Energex side of the meter requires Energex isolation. EWR mandatory.
  • Meter board upgrade in multi tenancy. All meter board work requires EWR plus meter removal coordination.
  • Three phase upgrade from single phase. Mains, meter and connection point all change. EWR with Energex coordination on the new service.
  • CT metering install or replacement. Cat C EWR with metering specification.
  • Solar above 5 kW. Embedded generation requires Cat B EWR.
  • Battery and Powerwall installs. Cat B EWR for parallel grid operation.
  • Generator install with closed transition. Cat B EWR for brief parallel.
  • Switchboard upgrade with mains touched. If the mains cable is disconnected and reconnected, EWR mandatory.
  • Energex initiated work. Network upgrades, faulty service lines, replacement transformers. Energex lodges these themselves.

When in doubt, lodge. Energex inspectors will flag unlodged work and a non lodged installation cannot be certified through Form 16 or Form B.

Cat A vs Cat B vs Cat C: the categories explained

Cat A: standard residential

Covers residential switchboard upgrades, mains lead replacement, simple meter relocation, single phase service maintenance. Most common category for Brisbane home electrical work. Energex approval typically 2 to 5 business days. Cost $300 to $700.

Cat B: complex residential or small commercial

Includes three phase upgrades from single phase, multi tenancy switchboard work, embedded generation under 30 kW (solar above 5 kW, batteries, small generators), meter board relocations, smaller commercial supply work. Approval 1 to 3 weeks. Cost $550 to $1,200.

Cat C: commercial and industrial

Cat D and E: large industrial and network

HV switching, large embedded generation, network connection upgrades, major industrial supply changes. Approval 4 to 12 weeks. Cost $2,200 to $5,500 plus.

The EWR process step by step

  1. Site inspection and scope. Contractor inspects, photographs, identifies if EWR is required and which category.
  2. EWR lodgement. Online lodgement through Energex Contractor Portal with full work description, mains specification, switchboard details and proposed connection date.
  3. Energex review and approval. Typically 2 to 5 days for Cat A, 1 to 3 weeks for Cat B and C. Energex may request clarification on cable sizing or load calculations.
  4. Work scheduling. Once approved, the work date is locked in. Energex coordinates any meter or service work on their end.
  5. Power isolation. On the work day Energex isolates the service if required. SEQ Sparky coordinates timing.
  6. Work execution. Switchboard or mains work completed. Tested under controlled conditions.
  7. Energex inspection booking. Online booking through the portal once work is complete and tested.
  8. Energex inspector attends. Walks the work, checks compliance, signs off if satisfactory.
  9. Connection and meter re energise. Energex reconnects the service.
  10. Form A and Form B issued. Contractor provides both certificates to the homeowner.

What the Energex inspector actually checks

  • Switchboard rating and labelling. Main switch rating matches the supply, all circuits clearly labelled, RCBO ratings appropriate to circuit load.
  • Mains cable size and termination. Cable rating matches the EWR specification, terminations are tight, conductor markings correct.
  • Earthing system. Main earth conductor sized correctly, earth electrode resistance under 10 ohms, equipotential bonding present.
  • Meter compartment. Sealed, labelled, accessible for Energex, polarity correct, lead seals in place.
  • Service mains. Cable run from point of attachment to main switch, protection from damage, identification markings.
  • For solar and battery installs. Anti islanding protection works, synchronisation settings correct, isolation switches accessible, AC isolator at battery.
  • Form A documentation. Contractor has issued and provided Form A on completion.

Most inspections take 20 to 40 minutes. Pass first time when everything has been tested thoroughly before the inspection is booked.

Embedded generation (solar, battery, generator) always requires an EWR because the system connects in parallel with the grid. The category depends on size and operation:

  • Solar under 5 kW: Cat A or simplified online application
  • Solar 5 kW to 30 kW: Cat B EWR
  • Solar over 30 kW: Cat C with embedded generation approval

Who lodges the EWR: me or my electrician?

Do I need an EWR for solar or battery install?

Yes. Any embedded generation that connects to your switchboard alongside the mains supply requires an EWR. Solar systems above 5 kW require a Cat B EWR. Battery systems and Powerwall installs require a Cat B EWR. Generators in parallel operation require Cat B or Cat C depending on size.

What does the Energex inspector check on site?

The inspector verifies the new switchboard meets AS NZS 3000 wiring rules, confirms the mains cable size matches the EWR specification, checks the earthing system, validates labelling, and inspects meter compartment if applicable. For solar and battery installs they also check anti islanding protection and synchronisation settings.

What happens if the Energex inspection fails?

The contractor gets a defects notice listing the items to rectify. Most defects are minor labelling or paperwork issues. The contractor fixes the defects and books a reinspection. Energex usually does not charge for the first reinspection. Repeated failures attract a fee.
