Meter board vs distribution board: who owns what

  • Meter board (common property). Houses each unit’s Energex meter, main isolator and metering tails. Owned by body corporate. Located in common access area.
  • Tenancy mains. The cable from the meter board to each unit’s distribution board. Sits in common walls but supplies one unit only. Ownership boundary varies by complex age.
  • Distribution board (unit property). Inside the apartment, contains the RCBOs feeding each circuit within the unit. Owned by the unit owner.
  • Common area board. Separate board for lift, stairwell lighting, garage lighting, common laundry, garden taps. Body corporate property.

Knowing which board is whose property determines who pays and who approves the work.

Warning signs your multi tenancy board needs replacing

1. Ceramic fuses still in the meter cabinet

Any complex built before 1985 likely has ceramic fuses behind the meters. No safety switches, no individual circuit breakers, no overload protection. These boards must be replaced when discovered, not patched.

2. Asbestos backing panel

Asbestos sheet behind the meter cabinet was standard until 1985. Removal is mandatory before replacement. Adds $1,800 to $3,500 to the project, fully addressed in our electrical compliance Brisbane guide.

3. Common area lighting trips when one unit has an issue

Modern boards isolate each tenant. Old boards share a single RCD across multiple tenants and the common area. One faulty fridge in unit 3 takes out the stairwell lights for the whole building.

4. Burned terminals or discoloured busbars

Multi tenancy boards run hot because all tenants are drawing at once. Loose terminations heat cycle and char. Brown or black discolouration on busbars is a sign the board is on borrowed time.

5. Cabinet is full and there is no room for new circuits

Air conditioning retrofits, EV charging, solar inverters all need new circuits in the unit and capacity at the meter. If the cabinet is full there is no path forward without replacement.

Body corporate approval process

Multi tenancy switchboard upgrades on common property need committee approval. The typical process:

  1. Initial inspection and quote. SEQ Sparky inspects, photographs and quotes turnkey including Energex EWR. Quote includes a written scope and timeline.
  2. Committee review. Strata manager presents the quote to committee, often alongside 2 to 3 comparison quotes.

Energex EWR for multi tenancy upgrades

Every multi tenancy upgrade triggers an Energex EWR because the meter compartments and metering tails are on the supply side. SEQ Sparky lodges the EWR, coordinates the meter removal and reinstall, and handles the Energex inspection. The body corporate does not need to deal with Energex directly.

Complexes over 8 units typically have three phase supply distributed across tenants by phase rotation. Newer complexes often have three phase feeds to each unit for air conditioning load. Individual unit owner upgrades

If you are a unit owner and just want your apartment distribution board upgraded, we can do that without involving the body corporate, as long as your meter compartment is unit property (most modern complexes). The scope is:

What is the difference between a meter board and a distribution board?

The meter board houses each tenant’s Energex meter and main isolator. It sits in the common area and is owned by the body corporate. The distribution board is inside each unit and feeds the circuits within that unit. A full multi tenancy upgrade replaces both.

How long does a multi tenancy switchboard upgrade take?

A 4 unit complex takes 2 to 4 days. An 8 unit takes 4 to 7 days. A 16 unit takes 7 to 12 days. Power is staged off one tenancy at a time to minimise disruption. Each unit loses power for 4 to 6 hours during the changeover.

Do tenants need to be home during the changeover?

Not always. We coordinate access with the body corporate and property manager. Each unit needs 4 to 6 hours of access for the changeover. Tenants are usually given a 2 week notice and an option to choose their preferred day.

What happens to the meters during the upgrade?

Existing Energex meters are temporarily disconnected, the new compartments are installed, then Energex reinstalls or replaces each meter. The Energex EWR lodgement coordinates this so meters come out and go back in cleanly. No double billing or interruption to billing records.

Can I upgrade just my unit’s switchboard without involving the body corporate?

Yes if the work is entirely within your unit boundary and the meter compartment is owned by the lot. Most modern unit complexes draw the boundary at the meter, so anything past it is yours. A pre 2000 complex sometimes has the meter as common property which requires committee approval.

Does the body corporate need to share the cost across owners?

For common property work, yes. The body corporate pays from the sinking fund or raises a special levy across all lot owners by entitlement. For individual unit upgrades inside apartments, the owner pays directly.
