How to identify asbestos in your switchboard
Several visual signs indicate likely asbestos backing in a Brisbane home switchboard.
1. Home built before 1985
The single biggest predictor. Any switchboard installed between 1950 and 1985 is almost certain to have asbestos backing. Pre 1950 boards sometimes have asbestos in different forms (mains entry plates, terminal blocks). Post 1985 boards generally do not.
2. Grey or off white cement sheet behind the meters
Asbestos cement sheet is dense, slightly fibrous on a cut edge, and uniformly grey or pale grey. It does not bend, it does not have wood grain, and it does not have the smooth finish of modern plasterboard.
3. Original brand markings on the panel
Pre 1985 switchboards often have original brand markings (Crompton, ATEN, GEC) and sometimes a date stamp. The presence of original markings is a strong indicator the backing is original asbestos.
4. Ceramic fuses still present

5. Asbestos warning label or sticker
Some boards have a faded warning label. Many do not. Absence of a label does not mean absence of asbestos.
Laboratory testing process
If there is any doubt about whether the backing is asbestos, NATA accredited laboratory testing gives a definite answer. The process:
- Small sample collection from the backing using safe sampling protocol (PPE, water spray, sealed bag)
- Sample delivered to NATA accredited laboratory
- Results in 24 to 48 hours, identifies chrysotile, amosite, crocidolite or asbestos absence
- Written report for your records

Licensed removal procedure
Asbestos switchboard removal must follow the Work Health and Safety Regulation 2011 (QLD) and Safe Work Australia Code of Practice for asbestos removal. The procedure is:
- Site preparation. Polythene sheeting on the floor and surrounding wall. Power isolated and locked out at the meter.
- PPE setup. Disposable coveralls, P2 respirator, gloves, full face mask, boot covers.
- Wet down. Water spray on the asbestos to suppress fibres during removal.
- Careful removal. Hand tools only, no power tools, no breaking of the panel.
- Double bagging. Heavy duty plastic bags labelled with asbestos hazard tape.
- Site cleanup. HEPA vacuum, damp wipe of all surfaces, polythene removed and bagged.
- Transport. Licensed vehicle to approved disposal facility.
- Disposal certificate. Written record provided to homeowner.
Air monitoring is mandatory for removals over 10 square metres and recommended for all commercial removals. Air monitoring confirms fibre levels stay below the workplace exposure standard during the work.
Why asbestos must be removed before switchboard upgrade
Almost every switchboard upgrade disturbs the backing panel: removing mounting bolts, drilling new holes, removing the old DIN rail, cutting the panel for the new enclosure. Any of these actions releases fibres into the air at hazardous concentrations.
Legally and ethically the asbestos must come out first under controlled conditions. Skipping this step:
- Exposes the homeowner and family to asbestos fibres
- Voids workplace health and safety compliance
- Exposes the contractor to civil and criminal liability
- Creates a hazardous fibre contamination zone in the meter location
- Cannot be certified through a Form 16 building approval
Disposal certification: keep this paperwork
The disposal certificate is your proof that the asbestos was removed legally and disposed of at a licensed facility. Keep it with your home compliance records. You will need it for:
- Sale of the property (buyer inspector will ask)
- Insurance claims involving any damage to the switchboard location
- Building approval Form 16 for further renovations
- Council records if asbestos register is requested
The certificate shows volume removed, disposal facility, transport vehicle, date, licensed removalist details. Keep the original in a fireproof location and a digital copy elsewhere.
